On the Internet, all packets are equal and are delivered on a best-efforts basis. Any packet has the same probability of getting dropped or delayed as any other. When loading a website, dropping packets does not necessarily affect the viewer’s ability to see the pages and the user can refresh a website with minimal interruption to the experience.
